diagnostic policy service not running?

I have a 64 bit product name 23-f339 and product number is H6U98AA#ABL. I'm running windows 8. When I try to diagnose my Internet connection it says my diagnostic policy service isn't running. So I go to turn it on under view local services and I get an error 5 access denied. I just got my computer back from hp tech support for some issues and I need to access the Internet to ensure they fixed the issue.

Help please!
