Recovery file Issues

I had a "Windows Moment", or something..I had a page come up saying "The FBI has your computer seized for illegal activity" or something to that effect. They wanted $300.00 ransom to release my computer, needless to say, I declined. I tried to do a System Restore to a prior date...I am NOT a computer savy guy. old fellow..can do some things..Anyway..ended up that computer went BACK to Windows Vista, I used my Windows 7 upgrade cd to upgrade it..Which it did,BUT ALL my files were gone; Pictures, Programs, etc. I had made System Backup Files according to directions of Windows.. I downloaded them to my computer, and they are in a "Recovery File", I can not get them to install themselves back to a usable program..If that makes sense. I talked with 6 people at Microsoft ( waste of my time ), they had no clue as to what I was talking about, but did want to charge me $99.00 for Technical Assistance..??? Wierd huh..? Is they anyway YOU can help me get the "Rceovery Files" back to where they should be and in Operation ? Thank you in advance, Stan Reeves..67 yr old Military Vet.. Not Computer Smart..
